9 Best Expense Management Software for Startups (2026)
Nine expense tools priced at 3, 10 and 30 people: who can get each one, what it costs as you hire, and when to move on. Verified 4 November 2026.
Some links here are referral links, and where a provider gives our readers a better price than its own site, that is the price you get by using one. It costs you nothing extra, and every option here is judged on the same test either way.
Which expense tool suits your startup comes down to three plain things. Where is your company registered, how much cash does it hold, and how many people will use the tool? I've priced nine tools at 3, 10 and 30 people, because a price that looks great today can look very different after a few hires. Airwallex, for example, is free for 10 people and $360 a month plus a fee for 30.
So if you're a founder or a first finance hire, and spending still runs through someone's personal card and a spreadsheet, this is for you. Some of these tools give you a company card and charge nothing for the software. Others work with whatever cards you use today.
I've kept to these nine because they cover the choices a small startup really has: card companies, plain expense apps, and tools that sit inside accounting or HR software. A few names you may know aren't ranked, and I say why near the end.
How I ranked them
Startups change size quickly, so one price at one headcount would mislead you. I priced the plan that reads receipts, gets them approved, pays people back and sends the spending to your accounting software. I did that at 3, 10 and 30 people, billed monthly.
The order follows how quickly a startup can get going. The first three work with the cards you already have, and there's nothing to qualify for. Then come company cards, tools built for one job, and last the two US-only card companies. Those two are the cheapest here if you qualify, at $0 a user. I haven't put a live startup's spending through all nine, so try the free plan, trial or demo each one offers.
The nine, priced at 3, 10 and 30 people
Find the column closest to your team today, then look across to 30 to see what happens as you hire. The last column tells you whether you can get the tool at all.

Zoho Expense is the only tool at the top that stays free at 3 people and needs nothing extra. Airwallex is free up to 10 people, if your country is on its list.
BILL and Ramp, at the bottom, really do cost $0. They earn a small fee every time your team uses their cards, and that pays for the software. So it's only free if you can get their cards and move your spending onto them, which is why the choice about a company card gets its own section below.
1. Zoho Expense - $40 for 10 people, with nothing to qualify for
Zoho Expense comes first because you can start today. There's no cash rule and no application, and its free plan tracks spending on personal cards, which is where you are now.

My recommendations on Zoho Expense's plans
Starting out? At 3 people or fewer, start on Free. It covers receipt scanning, reports, GPS mileage and accounting links at $0, so a tiny team has no reason to pay yet.
Growing or switching? Your fourth person moves everyone to Standard at $4 a user, which is $40 a month at 10 people. You also get your company cards fed in and direct pay-backs.
Against Ramp? If your US company holds $25,000, Ramp's Free plan is $40 a month less at 10 people, because you spend on its cards. Zoho Expense lets you keep the cards you have, and you don't have to apply.
Every plan includes AI receipt scanning, expense reports, multi-currency expenses and accounting integrations.

What do you give up? You pay for every person who uses it, and you get no credit line or card rewards from Zoho. In return you can start today, with no application.
It's best for any team that wants this sorted with no application. Zoho shows local prices outside the US, so the amounts here may differ where you are. If your US company has the cash, though, Ramp costs $0 a user, as long as you spend on its cards.
2. Dext - for a startup with a bookkeeper
Dext suits a different kind of startup, one where a bookkeeper already works in Xero or QuickBooks. It charges by documents and users, and supplier bills go through it as well as staff receipts.
2For a bookkeeper's workflow
Dext
Who it's for
Dext is for a team whose bookkeeper wants receipts and supplier bills read from a photo, sorted into categories and sent to Xero or QuickBooks with the receipt attached.
- Smallest plan5 users and 250 documents a month
- Adding peopleEach user brings 50 more documents
- Staff claimsApprovals, pay-backs and GPS mileage

What Dext gives everyone
- A 14-day free trial, with no credit card required
- No obligation to buy when the trial ends

My recommendations on Dext's plans
Starting out? Even at 3 people you start on the 5-user step, the smallest there is. Use the 14-day trial to run your own receipts through it, because it needs no card.
Growing or switching? Each new user adds 50 documents and $5.75 a month, so 10 users and 500 documents cost $60.25, and 30 users and 1,500 documents cost $175.25.
Against Zoho Expense? At 10 people Zoho Expense's Standard plan is $20.25 a month less and aimed at the people spending the money. Dext is aimed at the person keeping the books, and it handles supplier bills as well.
Every plan includes document capture, automatic data extraction, document storage and accounting software integration, with 10 bank statement sheets, 5 line-item documents and 5 supplier statements free.

If you only want receipts read and don't need approvals or pay-backs yet, you may not need a full tool at all. These receipt scanner apps are a smaller first step. And if you're not ready for any tool, here's how to manage employee expenses with a policy and a spreadsheet.
You'd want Dext if you pay a bookkeeper and have both staff receipts and supplier bills to handle. If nobody does your accounts yet, start with Zoho Expense instead.
3. Odoo - free for expenses alone, more with accounting
Odoo works in a different way from everything above. Its Expenses app on its own is free for any number of people, so 30 people can scan receipts, get approval and be paid back for $0. But approved expenses go into Odoo's own accounting, so it fits best if you want Odoo to be your accounting software too.
3One system for everything
Odoo
Who it's for
Odoo is for a startup that wants accounting, sales, HR and expenses in one system, or that wants a free expenses app and doesn't need it to reach other software.
- Free planOne app, unlimited users
- Reading receipts200 free credits, then bought separately
- After 12 months$21.10 a user on Standard

Odoo's offer today$16.90 a user instead of $21.10 on Standard, for your first 12 monthsShown on odoo.com on 4 Nov 2026.
My recommendations on Odoo's plans
Starting out? Start with only Expenses installed. Everyone on your team can claim and nobody pays, as long as you don't add a second app.
Growing or switching? Move to Standard when you want Odoo's accounting too. Everyone who claims then counts as a paying user, so 10 people cost $169 a month for the first 12 months and $211 after that.
Against Zoho Expense? Zoho Expense's Standard plan is $40 a month for 10 people and sends expenses to QuickBooks or Xero. Odoo's Standard plan is $129 more, and it also replaces your accounting and sales software.
Every plan includes unlimited support, hosting and maintenance. Reading receipts automatically uses Odoo's in-app credits, which are bought separately.

you'll go to www.odoo.com
Odoo also has a Light User at $5.90 for people who only file expenses and do similar small tasks. You have to arrange that with one of its advisors, so the table doesn't use it.
Odoo makes most sense for a startup that's choosing its accounting software now and likes the idea of one system. If you're staying on Xero or QuickBooks, Zoho Expense fits better.
4. Airwallex - free for 10 people, in many countries
This is the first company card on the list, and it isn't only for US companies. Airwallex lists 69 places where a business can register, including the UK, most of Europe, Australia, Canada and Singapore. That list doesn't cover every country and being on it doesn't guarantee approval, so look for yours first.
Airwallex
Airwallex is a business account with multi-currency cards, expenses, pay-backs and a sync to Xero or QuickBooks built on top.
For a small team outside the US: Airwallex
Airwallex gives up to 10 people cards for nothing, with no personal guarantee and no credit check. The count includes anyone who holds a card, or who submits, approves or pays an expense.
Where it stands out
- Unlimited multi-currency cards, no international card fees
- Up to 2% cash rebates on local US dollar spending
- Currency exchange at 0.5% above the market rate for major currencies
Buy it if
- Your team is 10 people or fewer
- You pay people or suppliers in more than one currency
Skip it if
- You need to borrow on the card from day one
- You'll pass 10 people soon and want no platform fee
Past 10 people, with no need for its cards?
Zoho Expense costs $4 a user with the cards you already have, so 30 people pay $120 a month against Airwallex's $360 plus a fee.
Airwallex's own pages differ on one thing. Its cards page calls these debit cards paid from your own balance, while its US price list also mentions a credit line. So plan on spending money you already hold, and treat any credit as a bonus.
Go with Airwallex if you're 10 people or fewer, outside the US or paying across currencies, and want company cards today. If you're heading past 10 and don't need the cards, Zoho Expense costs less at that size.
5. Rippling - expenses inside your HR and payroll
Rippling sits here because you need its sales team to get a price. You buy its core platform and add products on top, so it makes most sense if you're about to pick HR or payroll software anyway. Its US pricing page says plans start at $8 an employee a month plus a monthly base fee. That's the platform's starting point, not the price of expenses.
5Expenses inside HR and payroll
Rippling
Who it's for
Rippling is for a growing team that wants one system for employee records, payroll, expenses and company cards, so approvals follow each person's role and department.
- Paying people backThrough Rippling Payroll, in 100+ countries
- ApprovalsRules by role, department, vendor or amount
- Company cardNo personal guarantee or personal credit check
- Startup offer6 months free for eligible US VC-backed startups
What Rippling gives everyone
- A personalised demo, booked from a short form: name, work email, company and country
- Rippling quotes each company, so the price comes from that conversation
Verified on 4 November 2026
you'll go to try.rippling.com
Because Rippling already holds your employee records, card rules can change when someone is promoted, and cards can be reassigned when they leave. That's harder when expenses and HR sit in separate apps.
Rippling suits a team of 10 to 30, often hiring across countries, that wants one place for people and spending. If all you need is expenses, a sales call is more than the job needs, so try Zoho Expense first.
6. Navan - free trips, and expenses free for 5 people
Navan suits a startup whose spending is mostly flights and hotels. Booking is free for companies of up to 300 employees. Its expense tool costs nothing for the first 5 people who use it in a month, then $15 each.
Navan
Books flights and hotels, and handles the receipts and claims in the same app.
That's $75 a month at 10 people, $35 more than Zoho Expense, and $375 at 30. So the sums only work if travel is a big part of what you spend.
Take Navan if your team travels often and only some people claim in a month. If most of your spending is everyday receipts, Zoho Expense costs less.
7. Expensify - $50 for 10 people, with unlimited receipt scans
At 10 people Expensify's Collect plan costs $10 a month more than Zoho Expense's Standard plan, $50 against $40. For that you get unlimited receipt scanning, where Zoho stops at 200 a person a month, and travel booking on the same plan.
Expensify
Expensify reads receipts from a photo, handles approvals and pay-backs, books travel and sends everything to QuickBooks or Xero.
For a team with a lot of receipts: Expensify
Expensify scans as many receipts as you like, and books travel on the same plan. Its free Submit plan suits one person filing expenses, because approvals and the accounting link start on Collect.
Where it stands out
- Unlimited receipt scans on every plan
- Flights, hotels, cars and rail on Collect
- Up to 50% off with the Expensify Card
Buy it if
- People file many receipts each month
- You want travel and expenses in one app
Skip it if
- Your team files only a few receipts a month
- You want the lowest per-person bill
Filing fewer receipts?
Zoho Expense costs $40 a month for 10 people on Standard, $10 less than Expensify's Collect, with 200 scans a person each month.
Expensify says its own card can cut the bill by up to 50%. That card needs a US business bank account in the US, or a company in one of the UK and EU countries on its list. Elsewhere, count on the full $5 a member.
Expensify earns its extra $10 if your team travels or files lots of receipts and wants one app for both. With fewer receipts, Zoho Expense does the job for less.
8. BILL Spend & Expense - $0 a user and no cash rule on its site
BILL Spend & Expense is for a US startup that wants company cards with no software fee. BILL lists no minimum balance, and it doesn't ask for a deposit or a personal guarantee.
BILL Spend & Expense
BILL Spend & Expense gives you cards and budgets for each team, with receipts by photo or text and a sync to QuickBooks Online, NetSuite or Xero.
For a US startup with less cash: BILL Spend & Expense
BILL Spend & Expense has no software fee and offers credit lines from $1,000 to $5 million, decided when you apply. It's a charge card, so the full balance is due each billing cycle.
Where it stands out
- Budgets you can split by team or project
- Physical and virtual cards
- Rewards that grow the more often you pay
Buy it if
- Your company is in the US
- Your cash goes up and down between funding rounds
Skip it if
- You need to know your credit line before you apply
- You'd spend under 30% of your line, because you'd lose that month's rewards
Holding $25,000?
Ramp also costs $0 a user, asks for $25,000 in a US business bank account, and lets you check that rule before you apply.
The trade-off with BILL is that you only find out what you'll get when you apply, and credit lines aren't guaranteed. In return, BILL says your line doesn't move with your bank balance alone. That's useful if your cash goes up and down around a funding round.
So BILL makes sense for a US company with under $25,000 in the bank, or with uneven cash, that still wants cards and budgets for nothing. If you hold $25,000 or more, look at Ramp next.
9. Ramp - $0 a user, with $25,000 in a US bank
Ramp is the cheapest here if you qualify, and you can tell before you apply. Your company must be registered in the US and hold $25,000 in a US business bank account. You also won't sign a personal guarantee, which is a promise to pay the company's card bill from your own money if the company can't.
Ramp
Ramp gives your team company cards and handles receipts, approvals, paying people back and the sync to QuickBooks or Xero in one place.
For a US startup with the cash: Ramp
Ramp charges nothing per person because it earns when your team uses its cards. Limits come from your company's cash and revenue, not your personal credit.
Where it stands out
- Unlimited physical and virtual cards
- Receipts matched to purchases by text or Slack
- QuickBooks Online and Xero on the free plan
Buy it if
- You have at least $25,000 in a US bank
- You can move most spending onto its cards
Skip it if
- You're a sole proprietor
- You'd rather keep your bank's cards
Less cash in the bank?
BILL Spend & Expense also costs $0 a user and lists no minimum balance, though you only learn your credit line when you apply.
Ramp's card is a charge card. That means you pay the whole balance each cycle instead of carrying it over, so the money has to be in the account when the payment goes out. Ramp also bases your limit on your cash, cash flows and revenue, so a month with less cash can lower it.
If you founded a US company from abroad, you can still apply without a Social Security number by giving a foreign passport and proof of address. And UK companies have their own Free plan at £0 a user, with cards subject to approval.
Take Ramp if your US company has $25,000 or more and you're happy to spend on its cards. If your balance is lower, or it goes up and down, go back to BILL Spend & Expense.
Do you need a company card, or only software?
Only software, if a few people claim money back now and then, or you already have a company card you like. A new card starts to make sense when several people buy things for the company every month, because you set each person's limit before the money goes out.
If you do want one, your first question is whether you can get it. This table shows who can apply for each card and how you pay it off.
Each company's own rules for its card.
Who can get each company card
| Who can apply | Cash rule | How you pay | |
|---|---|---|---|
| US company, not a sole proprietor | $25,000 in a US bank | In full each cycle | |
| US company, on approval | None listed | In full each cycle | |
| 69 listed places | None, it uses your balance | From your balance | |
| Company with an EIN | None listed | Daily to monthly, by risk | |
| US, or listed UK and EU countries | Limit follows your bank balance | From your bank account |
Ramp, BILL, Airwallex and Rippling each say they don't ask for a personal guarantee. Meeting a rule doesn't guarantee approval.← scroll sideways on a narrow screen →
Does no personal guarantee mean they don't want your details? No. The company still checks who owns it. Ramp, for example, asks for one officer's or owner's address and the last 4 digits of a Social Security number, or a passport copy without one. It just doesn't make you personally responsible for the bill.
What if my cash runs low? A card based on your cash can then give you a lower limit. And if your customers take 60 days to pay you, keep enough in the account to cover the card payment, because a charge card won't wait for them.
What changes as your startup grows
Most bills here change at a set point, not a little at a time. So if you'll hire past one of these points this year, price the tool at that size now. Moving a team's cards and history later is more work than choosing once.
At the 4th person
Zoho Expense's Free plan stops at 3 users. Everyone moves to Standard, so your bill goes from $0 to $16 a month.
At the 11th person
Airwallex's Explore plan stops at 10 users. On Grow, 11 people cost at least $132 a month, plus a platform fee it doesn't show.
After 12 months
Odoo's first-year price ends, and Standard goes from $16.90 to $21.10 a user. That's $211 a month at 10 people.
With a second company or country
Ramp lists this on Plus at $15 a user plus a platform fee. Zoho Expense puts it on Premium at $6 a user.
When you outgrow Xero or QuickBooks
Bigger accounting systems such as NetSuite cost more to connect. Ramp lists them on Plus, and Expensify's Control plan starts at $9 a member.
BILL and Ramp stay at $0 through all of this if you don't need those extras. Dext just climbs a little at a time, by $5.75 for each extra user.
Do you need one at 3 people?
You don't need a paid one. At three people a free plan does everything a spreadsheet does, and it keeps a photo of each receipt with the expense. That second part is the reason to start early. In the US, the IRS says you generally need a receipt or similar proof for a business expense, unless it's under $75 and isn't lodging. Other countries have their own rules, and your accountant will know them.
Why Brex, Soldo and Mercury aren't ranked
You'll see these three on other lists, and each is good at something. Brex is aimed at US startups that have raised money. Its Essentials plan is $0 a user, and it asks for $50,000 in cash if you've raised funding. Ramp asks for half that, and BILL lists no cash rule, so one of those is the easier first try. Capital One finished buying Brex on 7 April 2026, according to its SEC filing.
Soldo sells prepaid cards to UK and European teams, from £27 a month plus VAT for 3 users, with no free plan and no credit. That fits a narrower group than this list is for, and I compare it in my Expensify alternatives list.
Mercury is a banking service first, with spending and expense features inside its accounts. If you already bank there, try those before you add another app. It's only when you need to pay back more than 5 people a month that you need a paid plan, from $29.90.
Which tool should your startup pick?
Both kinds of tool do what they say. The card companies really do charge nothing for the software, and the plain apps really do work with the cards you have. So you're choosing between qualifying for a new card and paying a small monthly bill.
For most startups, start with Zoho Expense. It's free to 3 people and costs $120 a month at 30, with no application. If you'd like real company cards and you're 10 people or fewer, take Airwallex.
If something else already runs your startup, follow it. With a bookkeeper on Xero or QuickBooks, take Dext. If you're choosing accounting software now, look at Odoo, and if you're choosing HR and payroll, look at Rippling. If your team mostly travels, look at Navan.
If your company is in the US and you want its card, take BILL Spend & Expense if your cash goes up and down, or Ramp if you hold $25,000.
You can also mix the two. Keep your bank's company card and let software handle the receipts, which is what Zoho Expense's Standard plan does with Visa and Mastercard cards.
Still stuck between two? Tell the finder where your company is registered, what you want most and how much cash it holds. It'll name one tool and say what you give up, so you don't have to weigh all nine again.

Zoho Expense, if you just want to get started
Zoho Expense has nothing to apply for, is free for up to 3 people and costs $40 a month at 10.
The trade-off: you still pay per person. A US company holding $25,000 can pay nothing per person on Ramp's Free plan instead.
Questions startup founders ask about expense software
What is the best free expense management software for a startup?
It depends on whether you can get a company card.A US company can pay $0 a user on Ramp with $25,000 in the bank, or on BILL Spend & Expense. Up to 10 people pay nothing on Airwallex's Explore plan in the countries it covers. With no card and no application, Zoho Expense is free for up to 3 users with 20 receipt scans each a month. Prices verified 4 November 2026.
Can a startup get a corporate card without a personal guarantee?
Yes. Ramp, BILL Spend & Expense, Airwallex and Rippling each say they don't ask founders for one.A personal guarantee is a promise to cover the card bill from your own money. Most of these look at the company's cash and revenue instead, and most need a US company. Ramp asks for $25,000 in a US business bank account. Airwallex's cards are paid from your own balance.
When should a startup stop using a spreadsheet for expenses?
Move when a second or third person starts spending company money, or when receipts start going missing. You don't have to pay to make that move, because free plans cover a team of 3 and keep a photo of each receipt with its expense. A paid plan only comes in when you pass that size or want approvals with your own cards: Zoho Expense's Standard plan, for example, costs $4 a user a month.
